Social Partnership at Székelyudvarhely

The study presents a successful example for non-profit partnership at Székelyudvarhely. As a result of the co-operation in the field of social work, a social development strategy has been developed. This initiative pursues to harmonize the activity of the organizations and individuals working in the field of social development.

Decentralization and Deconcentration

The main objective of the paper is to highlight one of the major themes related to the Romanian public administration reform: decentralization. Despite the fact that since the adoption of the Constitution in 1991, decentralization is the basic principle that guides the public administration in Roma-nia, a clear definition or delimitation of the different types of decentralization was not adopted until 2006. There is confusion in the public sphere related to the delimitation between different types of decentralization, very often the terms decentralization and deconcentration being used as synonyms.

Besides the definition of decentralization and the international typology of decentralization, this paper gives a short overview of the past, the present and the future of the decentralization process in Romania.

Management – Public Administration – Bureaucracy

The common perception does not make any difference between management, public administration and bureaucracy. The paper means to clarify the sense of these three terms and to draw the border between the different forms of social, political and juridical organization – that are sometimes quite hard to be drawn up.

The study tries to find possible explanations on the existing confusion, to determine the causes of non-comprehension or of the wrong understanding of the terms, by sketching the processes and specific procedures of management, public administration and bureaucracy.

Personal Resources and Organizational Culture in the Local Administrations of Székelyföld

 Hofstedte defines the organizational culture by its four characteristics: the decision distance, regularity/foreseeableness, individualism/collectivism and femininity/masculi-nity. On the basis of the operationalization of these criteria, a research study was performed in the public administration institutions of four Romanian counties: the result of this research – included in this study – reveals the fact that in the public administration institutions of Mures, Harghita, Covasna and Brasov counties the organizational culture can be defined  as unforeseeable and less regularized, collectivistic and feminine, with a quite low decision  making distance.

Analyzing Public Systems

Understanding the multiple roles of civil service organizations in administrative systems is important for defining civil service as mediating institutions that mobilize human resources in the service of the affairs of the state in a given territory. This definition implies that civil services are focusing on human resources, being oriented towards action, and are strongly influenced by the political framework. Civil services in the world are highly influenced by the tripartite relationship of economy – society – politics, developing particular features and characteristics.

Nature Study of Political Corruption

This paper is focusing on political corruption. The author presents different approaches for defining the terms of corruption or political corruption, which is a form of exchange between people, groups or institutions. Like other forms of exchange, political corruption is composed by four elements: (1) initiator, (2) acceptance, (3) what the initiator offers, (4) what is accepted.

Cooperation between Local Governments, Civil Organizations and Private Enterprises

The paper focuses especially on participation and partnerships in Hungary. It tries to take an initial step towards developing a systematic body of knowledge on public private partnerships providing social services. It seeks to identify the elements of the cultural and historical background and the present social and economic challenges that have significant impact on the cooperation between local governments, civil organizations and private enterprises.

The use of Hungarian Language in Public Administration in Romania

Though the Hungarians from Romania have the right to use their mother tongue in adminsitration, they cannot or they do not want to make use of this right.

From the point of view of the language, the Hungarian public administration in Romania is characterized by inconsistence, intransparence, difficulty, and plainness.

The expressions and phrases in official papers, documents and printed forms are frequently replaced by loan-words of Romanian origin, leading to a half-way language use.

The middle-term solution of the problem could be found in education and efficient functioning of a linguistic institute.

Literary Cult and the Public Sphere

The genesis of literary cults in Hungary seems to have been intertwined with the birth of civil publicity. In the early 19th century literary publicity in fact served political publicity. To change the situation and turn literature into an independent factor, literary cult presented itself as a means.

Centralization and Decentralization in the EU

Centralization appeared as a dominant tendency in the process of modernizing Eu-rope, related to social, political and administrative organization. The objective of the process is to achieve an unitary character and it expresses itself through a dominant position of  the center over the periphery, through the hegemony of the capital over the province.

Simultaneously, there appeared the tendency towards decentralization, which stresses the differences and claimed that only diversity and internal competition  could be the basis for a prosperous society in a permanent development.

The European Union expresses both tendencies. The duality is reflected in the European legislation: along with the authority of European laws, it also applies the principle of subsidiarity.

A part of the current strategies aim to impose subsidiarity beyond national legislation. Their argument is that every EU member state uses an administration that is parallel to its national one. Although there is no unique pattern, we may identify three major types of decentralization: the federative, the Scan-dinavian and the French type.

Romanian Public Servants of Nowadays

The Romanian system of public administration passed through some significant changes over the last 15 years. These changes do not occur without problems and conflicts. The hard periods are most of the times perceived in different ways by citizens and public servants.

We already have some formal and theoretical data about the image of a public servant and about the concept of “an ideal citizen”, but we possess less empirical data about the way they really are.

The present study is using two databases („The Gallup Organization Romania” and „Open Society Institute”), focusing mostly on the analysis and presentation of the public servant’s image and also on the public opinion regarding public administration.
